
Wayne Rooney continues to be a hot topic of discussion during the current transfer window mainly because it is unclear whether or not Manchester United will approve any transfer offer that comes his way.
According to ESPN FC, Old Trafford executives recently rejected a second bid from Chelsea for the services of the 27-year-old even though Rooney's role on the 2013-2014 Man U squad isn't fully known.

Current Chelsea head coach Jose Mourinho has certainly expressed interest in the Premier League star in the past and despite multiple offers being rejected at Old Trafford, Mourinho isn't shy when proclaiming that his club's main goal is to acquire Wayne Rooney.
"I think that this situation is clear, nothing is a secret anymore," Mourinho said recently. "The official bid is just about a certain amount of money and doesn't involve players. We want the player. We made the bid and now we have nothing more to say. Now it's up to Manchester United."

Believed to be in the range of £25m, the denial of the bid by Manchester United could force their nine-year club veteran to submit a formal transfer request according to The Independent, especially since the club continues to indicate that Rooney is not for sale.
Manchester United's want-away striker Wayne Rooney could be about to hand in a formal transfer request to force through a move to Chelsea after a second offer was rejected by the Premier League champions.
It is believed they will not bid over £30m for the 27-year-old, but Chelsea could give United officials something to think about with a third offer after Rooney reportedly confirmed to manager David Moyes that he wants to leave when the two met over the weekend.

Obviously Rooney feels that he will need to take care of his personal desires on his own since Man U continues to reject offers from Chelsea.
