The Full List Of Death Row Inmates Whose Executions Were Commuted By Biden

President Joe Biden commuted on Monday the executions of 37 of the 40 people currently on federal death row. They will instead serve life in prison without parole.

The White House said in a statement the president "believes that America must stop the use of the death penalty at the federal level, except in cases of terrorism and hate-motivated mass murder – which is why today's actions apply to all but those cases."

Those not reached by the decision are: Robert Bowers, who killed 11 people in the Tree of Life Synagogue in Pittsburgh in 2018; Dylann Roof, who killed nine people in a historically Black church in Charleston in 2015; and Dzhokhar Tsarnaev, one of the two people who perpetrated the Boston Marathon bombing in 2013.

"His actions today will prevent the next Administration from carrying out the execution sentences that would not be handed down under current policy and practice," the White House statement added, anticipating that this is not the last clemency action Biden will take before leaving office. Earlier this month he commuted the sentences of 1,500 people released from prison and placed under home confinement during the Covid-19.and pardoned 39 more who had been convicted of nonviolent crimes.
