WATCH: Arizona Inmate in Jail for Attacking Women Caught on Camera Sneaking Past Guard to Sexually Assault Female Prisoners

An Arizona man accused of assaulting 5 women was caught on camera allegedly attempting to assault another while in the custody of law enforcement.

Justin Avery was in custody of the Maricopa County Sheriff's Office (MCSO) for assaulting 5 women near Arizona State University's (ASU) Tempe campus. He was arrested on April 11, and was being held at the Intake Transfer and Processing Facility in Phoenix, according to ABC15.

Some days later, he attempted to sneak into the female side of the facility by crawling on the floor past a security guard. Once there, he grabbed a woman sleeping on the ground and dropped his pants behind her, later admitting that he was attempting to sexually assault her.

Avery's efforts were thwarted when another woman saw him and screamed loudly, alerting security guards.

Stan Kephart, a former Arizona police chief, stated that the facility Avery was being held in neglected to properly use available resources.

"What we have here is a failure on the part of the deputies to do their job properly using the technology they have," said Kephart to journalists at Arizona Family. "He is a sexual assaulter. That is what he does. Knowing that, he should bare special watching under these conditions."

"We're appalled by inmate Avery's actions at our ITR facility. This was a unique incident and the first of its kind in four years, since the ITR facility was open. We acted immediately, adding mirrors for better monitoring in the blind spots that were identified. In addition, a review of our current procedures was completed to ensure best practices are being implemented," said a spokesperson for Maricopa County Sheriff's Office in a statement. "The safety of staff and inmates is our top priority, and we're committed to ensuring this doesn't happen again. Inmate Avery has been reclassified due to his institutional behavior."
