Tennessee will rest a number of starters including quarterback Ryan Tannehill and defensive lineman Jeffrey Simmons who are both nursing injuries. Running back Derrick Henry is listed as doubtful due to a hip injury. Backup quarterback Malik Willis has filled in place of Tannehill for the previous two games but will be a healthy scratch Thursday night.

Unlike most teams this late in the season, the Titans can afford a loss as their Week 18 matchup against the Jacksonville Jaguars will decide the winner of the AFC South.
Dobbs was signed off the Detroit Lions’ practice squad last week and will make his first career start. Since 2018 Dobbs has played in six games and thrown for 45 yards and one interception.
