Serial Rapist Posed As ICE Agent To Molest 7-Year-Old Immigrant Child, Harass Minor's Family

A convicted serial sex offender, who was paroled in 2020, was caught sexually assaulting a seven-year-old immigrant child in Colorado on Thursday, Dec. 9, after posing as an ICE (Immigration and Customs Enforcement) agent to gain entry into the toddler's home.

Kenneth Dean Lee, a 65-year-old man, was arrested the next day after the child’s parents reported him to the police. Lee posed as an ICE agent before forcing himself into the home of the underage girl, whom he sexually assaulted in her room for five minutes before he left, according to the Daily Beast.

Lee was connected to the scene by an ankle tracking monitor that he wore that day. Officers who took him into custody noted that Lee was previously given 23 years in prison for impersonating a doctor in an immigration facility and using that influence to sexually assault a 9-year-old Vietnamese girl, The Denver Post reported.

In spite of his history of sexual offenses, Lee was paroled in April 2020, to the shock of the prosecutors who helped usher his conviction in 2014. While investigators are focused on other possible victims that Lee may have, the prosecutors are asking how Lee was released in the first place, according to CBS Denver.

“I am incredibly frustrated that a person convicted of sexually violent crimes was released years early and given an opportunity to offend again. I am sure I am not the only one wondering how this could happen,” District Attorney John Kellner said regarding the case.

“I think we deserve answers from the Department of Corrections, the Parole Board and the Sex Offender Management Board. I want to know how a convicted sex offender who was found to be a sexually violent predator by the judge was released so early and apparently without adequate monitoring,” Kellner continued.

Police are asking possible victims of Lee to come forward to help the case against him, regardless of immigration status.

Lee will be charged with sexual assault of a child as well as first-degree battery.
