New links posted on Apple forums and rumors floating all over the tech sites suggest that Apple's Beta 4 (scheduled for a late release today) may already be up and available. MacRumors.com writes one of their users has posted a link suggesting Apple's developer servers have launched the iOS Beta 4 download, ahead of its scheduled release.

Apple's Beta 3 was released only a few weeks ago and phonesreview.co.uk says don't get too excited for Beta 4, it won't fix your crashing Apps problem. On Beta 1 through 3 the Google Plus App crashes the second time users open it. The tech site says there are many blogs and forums, as well as other tech site that believe iOS Beta 4 and even 5 will not be able to fix the Google Plus App issues.

Phonesreview.co.uk writes, "There are a number of things being tried with the Google+ app and one user thought they fixed the issue by shutting off the auto-upload service, although as other users have quite rightly pointed out this doesn't help and the app still crashes."

The iOS 7 Beta 4 was recently taken offline because of the hack on Apple's Developer Center. The hack compromised 275,000 third party developers. The hack had eager developers more anxious to see the Beta 4. Rumored release dates came and went with no luck.
Apple has not stated an official release date for Beta 4, but many tech sites and blogs are quoting the MacRumors.com user that posted the download link on a forum.
"Though we still don't have a definitive release date on iOS 7 Beta 4, the leaked direct download links which surfaced today on MacRumors suggest Monday, July 29, 20103 could be the day," writes iDigitaltimes.com.
The only issue with the links posted on the MacRumors forum is they lead to an error message and not the Beta 4 download. Despite the error messages, idigitaltimes.com believes these links are the real deal and the iOS Beta 4 will be released today.
