Monte Alejandro Rubido García, the new head of Mexico's National Security Commission (CNS), has assured that Joquin 'El Chapo' Guzman will not escape from prison again. In an interview with Primera Noticia, Rubido Garcis emphasized that "I have complete certainty that 'El Chapo' wil not escape again." He detailed that the former drug kingpin is under special watch within the Almoloya prison and that he has maintined a "calm" disposition throughout his time in prison. Mexico's most infamous druglord, Joaquin Guzman, was captured on February 22nd.

Monte Alejandro Rubido García took over the post of Mexico's top security office after his predecessor Manuel Mondragon y Kalb resigned following the escape of five inmates from Ceferesco Prison in Ciudad Juarez. Rubido Garcia was officially inducted as the Commission's leader by the Mexican senate on Tuesday. He revealed that the National Guard is being sent to the Valle de Mexico or to Tabasco and not to Michoacan. Rubido Garcia also confirmed that the National Guard will number 5,000 come July.

'El Chapo' Guzman escaped from prison on January 19, 2001 - according to the Mexican government’s official record, by hiding in a dirty-laundry cart which guards eventually led to the gate of the penitentiary. But an ex-accomplice, Noé “El Gato” Hernández, has told journalists that El Chapo’s escape wasn’t nearly as daring as the Mexican Justice Department has made it seem, saying his old boss “walked out dressed as a policeman” and “through the front gate without firing a single shot." 'El Chapo' was re-captured after a 13-year-manhunt.
