Some of the biggest names in soccer remain in talks focusing on potential transfers that could take place before the start of the 2013-2014 season.

One club with a substantial amount of spending money for the current transfer period is English Premier League affiliate Arsenal. Manager Arsene Wenger and the organization are now able to sign players since the transfer period officially began on July 1st and although nothing has been set in stone, the 2003-2004 Premier League champions have been piecing together possible transactions that should make the club a significant contender next season.

Arsenal's primary target this offseason is Real Madrid striker Gonzalo Higuain. A member of the Spanish club since 2007 along with being a key component to the Argentine national team's success, the 25-year-old star recorded 107 goals in 187 matches for Madrid and an additional 20 tallies in 32 international contests. A hot commodity this offseason - especially for Arsenal - Spanish website Marca.com reports that Higuain is awaiting Arsenal's offer to Real Madrid and once the 2 sides sort out final contractual points, the premier scorer should be on his way to London.

Along with their well-documented interest in the Real Madrid striker, Mirror Football is reporting that Arsenal is highly intrigued in the possible signing of Manchester United forward Wayne Rooney and that the club has already made a strong financial bid for the 27-year-old.

Reportedly offering the Manchester United weapon £20million, Arsenal hopes the offer is enough to keep Premier League rival Chelsea away from acquiring the goal-scorer. Despite the indication that Arsenal is prepared to bid a large sum of money for the superstar, Manchester United has gone on the record saying that Rooney is not for sale.

Rooney has been a strong player in 9 seasons at Old Trafford, notching 141 goals in 278 appearances while guiding the club to big victories and multiple trophies. Winning three-consecutive Premier League titles from 2007 through 2009 and 2 more in 2011 and 2013, Wayne Rooney also helped Man U claim the 2007-2008 UEFA Champions League crown and the 2008 FIFA Club World Cup trophy. Rewarded for his individual play, Rooney was tabbed the England Player of the Year in 2008 and 2009.

Not shy about their desire to drastically improve, Arsenal may also make a play for Chelsea striker Fernando Torres. Though he'll certainly expect a hefty payday, Arsenal would surely bulk up their offense with the signing of the 29-year-old native of Spain. Scoring 5 goals during the recent FIFA Confederations Cup for Spain, Torres was presented the Golden Boot Award for leading the eight-team tournament in goals even though Spain lost to Brazil in the tournament final.

With the financial backing to at least explore multiple options, Arsenal is poised to improve heading into the 2013-2014 season and if they're able to land some of the aforementioned talent, expect Arsene Wenger and his boys to be contenders very soon.
